There are some dog breeds that just naturally pant a lot, especially those who tend to have breathing conditions. This includes Bulldogs, Boxers, Pugs, Bullmastiffs, Pekingese, Shih Tzu and Boston Terriers.
One of the most common causes of excessive panting in dogs is obesity. The reason for this is that dogs who are obese will overheat more. Also, dogs that are obese get tired quickly, so exercise will make them pant more than usual.
When dogs become overheated, they will increase their panting. Once a dog’s body temperature reaches 109 degrees or higher, heatstroke results. Besides heavy panting, other signs of heatstroke include increased thirst, dark red tongue, increased pulse and glazed eyes. Heatstroke require immediate veterinary attention.

Along with fever, dogs may also have a loss in their appetite, they may become lethargic and they may also have changes in their behavior. Fever require a trip to the veterinarian, if the dog’s body temperature is 104 degrees or higher.

If a dog is dealing with an injury and is experiencing pain or discomfort and seems to be panting more than normal, this may be an indication there’s some type of problem. You should take your dog to the veterinarian in this case, to rule out things like bloat, joint pain and pancreatitis.
